It is rocket science: professionalising the early childhood workforce in the UK

Abstract

The early childhood education and care (ECEC) workforce plays a central role in shaping children’s early learning, development and wellbeing. However, across the United Kingdom the sector faces persistent challenges relating to workforce status, recruitment, retention and professional recognition. This report presents findings from the EYW4N (Early Years Workforce for the Future) project, which examined approaches to professionalising the early childhood workforce across the four UK nations. Drawing on a review of policy and research literature, alongside qualitative data from sector stakeholders and international experts, the study analyses how workforce policy frameworks influence professional identity, qualifications, career progression and working conditions. The findings reveal significant fragmentation across the UK, with inconsistent qualification pathways, limited career structures and low levels of remuneration undermining workforce stability. The report argues that a coordinated national strategy is required to support workforce professionalisation, including strengthened qualification frameworks, improved pay and conditions, and clearer professional pathways to enhance the quality and sustainability of early childhood education and care.
